- €90bn: existing loan framework.
- About €300m: industrial programme baseline.
Euronews reports a proposed shift of up to €1bn into the Ukraine Support Instrument.1 Bloomboff hasn't seen the confidential document or independently corroborated the proposal.
The Commission described about €300m for the instrument in October, supporting industrial integration and joint innovation, development and production.2 That is a programme allocation, rather than evidence of money reaching recipients.
The Council finalised the existing €90bn loan in April for Ukraine's 2026-27 budgetary and defence needs, with indicative €30bn economic and €60bn defence components.3
Ambassadors first discuss the pact Wednesday, November 4; a year-end negotiating target still precedes member-state approval, Euronews says.1 At the reported ceiling, €300m+€1bn≈€1.3bn. That's arithmetic, not approval or payment.
Bloomboff's take
Different pocket, same trousers. Repackaging isn't extra money.
